It's difficult, and I think the fairest option to be honest is first come first served. I have to catch 4 buses a day - one at 8am when it is packed with school kids and commuters. To be honest, in the many hundreds of times I've caught a bus (and the bus I catch is the one of the busiest bus routes in Europe!) I've never seen a wheelchair get on the bus so it hasn't actually been an issue. The problem we have is the old ladies with the shopping trollies!
It's all well and good having folding puschchairs - I will have a newborn (in a carry cot because they can't go into the seat until 6m), a 2yo and a 3.5yo to manage and get to school. Our circumstances have changed - we lived 2 minutes walk from school (and we drove!) when I got pregnant. Because of circumstances ou of our control, we had to move to a 40 minute walk (too much for the kids!) away and no longer have a car. I can't see how physically I could hold two toddlers and a newborn and fold up a pram, especially as there is limited luggage space for the pram!
I have to admit I would be annoyed to be asked to get off the bus for anyone - if there is no space on the bus for my pram I have to wait (sometimes for two or three buses) so the same should be for everyone. The world sometimes seems to be becoming very anti children and very anti parent. I'm writing this as someone who is also very aware of the difficulties for disabled - my grandmother is disabled and luckiy drives, but I know how infuriating it is so I can see from that point of view as well.
I also think common sense could prevail - a toddler wide awake in a lightweight fold up buggy is different from a sleeping tiny baby in a pram! It's always going to be a controversial issue!
